They won't if the VoG dropped new guns and armor u wouldn't need to do the new raid to get to 32

    Randal has it right. I understand about the raid armor and weapons [like Kabr's Battlecage and The Vision of Confluence], but if you get an exotic weapon drop, shouldn't it be the new sort of exotic with the 331 damage cap, as opposed to the old sort? If it's not, what incentive is there to do the VoG for new players? It's part of the Destiny experience, and is full of rich mythos and rewarding challenges. However, why would you bother to do that when even the exotic drops are worse off than the gear you can buy from the Vanguard as soon as you reach level 20? I would like to give Bungie devs the benefit of the doubt and consider that they were rushed at jump street for the DLC expansion and did not do due diligence with coding for the Vault of Glass raid - the loot tables weren't updated. Benefit of the doubt or no, it should be fixed right away. Like, today.
