It could have been done better yes. Like I said I agree with them in that you should have been given some sort of advantage for upgrading a maxed out exotic. But the obstacle is so much smaller than Polygon makes it seem because most people stick to 5 exotics during their gameplay. I use six exotics things out of the large number I have. four out of six of them are 2.0 versions so I'm pretty much where I was a couple weeks ago in terms of maxing out the weapons I actually use and we're only 1 week into the DLC.
