Because the point is give you the materials you need to upgrade your vendor armor to level 31 so that you can effectively raid.
The raid itself will give you the materials to upgrade raid gear.

It would be less of a slap to the face if the new gear got you to 30 light without needing the shards for the last 3 slots. Just wearing my new gear would put me back at 29.

Well looks like they at least addressed the problem with the gear being worse than 30 without shards with the patch today.
