Only group founders retained any power.
If at any point the group founder left the group, the interim admin become what Bungie.net saw as the "group founder" and therefore has all the powers right now.

I am the founder of a group, and I'm still having this problem.

Odd. And you never left the group? Groups have been messed up pretty badly, so maybe it's just a glitch that Bungie is trying to work out. Things should return to normal soon enough though.
