The area you are talking about is the location of Warmind Rasputin. It's a unlocked area available by purchasing the DLC Dark Below.

I could have swore that in a video or update on upcoming content that they said there were to be some new exploration areas and that the seraphim vault was one of them. Its just a damn room. Looks like the floor in the center would open up, but I guess I was just dreaming that up. Oh, well nope I just found the update. I was just expecting more out of it I guess. Nevermind...

Don't get me wrong I am totally digging the new weapons, armor, and other items. It still seems like it is missing something. All of the areas are just recycling the existing areas.
