It's likely a controller issue. The scout rifles require a full trigger pull. If there's the slightest change in the trigger it might prevent the weapon from firing again until you release the trigger fully and then pull it completely back down.
I say slightest because let's say you have a little dirt in the trigger and you fire your weapon, the rumble from the controller could cause the trigger to release enough that the weapon 'jams'.
I'm talking hypotheticals because only some users have reported this issue. I've never had this issue myself.

The full auto is glitchy sometimes but pulling the trigger shoots quicker anyway so it doesn't really matter unless you don't have a trigger finger

Definitely not my control, unless the two new controls I purchased last Saturday are faulty along with my original. I too have pretty much given up on the scout rifle. But will gladly continue with it if this glitch was fixed.
