Are the boots not expansion boots? Thought you had to have expansion gear to hit 31

No they are not expansion boots. I figured this out after noticing all expansion have a 1 on it. After the dlc, all legendary gear sold by vendors is considered enough to level you up to 31. I'm guessing that's dead orbit boots or FWC. You'd have to get them after the dlc for them to be the "new" kind.
