I'm really sorry you are hitting this WASP issue. Generally, this error occurs when downloading a patch or update goes awry and the console gets into a strange state. Your Xbox One is told repeatedly to download some files but not all the files get to the right spot or the files don't send the message saying 'we are all here'.
The troubleshooting steps you are taking all work to ensure that the files downloaded are fully cleared out and you can start fresh. In many cases, this can work to clear out minor hiccups in the download process. That isn't the case here and I apologize you've had to go through so many steps.
I didn't notice in the post, but are you using a wireless or wired connection? I would like to ensure that a weak connection isn't causing the update process to have an issue. Please note, speed isn't always correlated to connection strength and packet-loss can have a real impact, even if speedtests on a computer say your bandwidth is awesome.
If you can, also, please try connecting your console directly to the modem, skipping the router entirely. Clear your cache, and then try again. Although unlikely, there are also reports of players having network gear that impacts their ability to download updates/patches.
As an absolute final troubleshooting step, you can try bringing your console to a friend's and to download your update there. Although I normally don't suggest this, in rare cases this can work.

You're the problem bungie face it. It's not even the face it won't download for an hour if not more.... Everytime it does download it must redownload when you shut the system off. Ive missed 2 weeks of xur and a raid. I somehow got on and was able to play a raid last tuesday. Ohhh yeah none of your steps work to fix the problem.

Seriously, take your console to a friends house! That is not a solution, it's clutching at straws. The common issue here, is Bungie, fix your code and/or servers.

this is insane i keep constantly getting wasp and turtle error codes and i did all of the suggested trouble shoots and none of them work. for how praised this game is it has so many issues and it seems like destiny dosnt want to try and fix it. it isnt a network problem its bungies problem and it needs to be fixed.

All the consoles mentioned above have a wired connection. However, only 2 are directly wired to the router. The other 2 go thru a hub. The PS3 with the WASP error is connected thru the hub. The Xbox One with the WASP error is hard wired to the router. The issue cleared ~5:00am ET this morning, after the DLC was officially LIVE. I was working all night and would go to the consoles periodically and retry the updates. Both cleared [u]at the same time[/u]. The last time I took any troubleshooting steps was around 12:00am ET. The issue cleared on its own with NO changes to consoles or routers. This was not a network, router or bandwidth issue. This was a problem with the code or servers. TOO many users experienced the same issues for it to be a router/network issue at EVERYONE's location.
