I have no issue with heavy ammo but I agree, special ammo shouldn't be so readily available.

I only think certain heavies do.

If someone has a few extra heavy ammo perks I can see that. It can be a challenge to get heavy ammo though, I like the way it is. Special ammo, on the other hand, is just waiting for you at every turn.
