Upgraded version starts at higher damage, immediately upgrading makes them around 302 damage with no upgrades so no down side?

I can understand having to re-level the upgraded exotic but seeing as there is a limit to how many strange coins you can get per week and the fact that Xur will probably have new exotics to purchase the cost to upgrade and re-level the exotics that you already have just sucks.
