Erm...a new player can't potentially buy an exotic from xur straight away.
They still need the coins/motes. A new player isn't likely to get 20+ of those straight away now are they?

Well I'm exaggerating a little of course, but if you play consistently for about two weeks I'd reckon you could get to that stage.

I get the feeling there's been some miscommunication here. I'm trying to say new players may be able to reach current players too fast with the changes outlined in the Dark Below. I wasn't trying to argue a level five could buy exotic gear.
