They didn't. It still has best-in-class impact and stability, plus excellent range, reload speed, and magazine size. Frankly, I wish they'd gone a bit further with the nerf: a small damage penalty at the bottom of the magazine isn't going to fix what's wrong with it, which means it's still going to distort weapon selection in the Crucible.

Nothing's wrong with it just because it's a good gun doesn't mean that you can't counter it, it had it weakness too, people need to get a life and leave that gun alone it's fine how it is

I didn't say it couldn't be countered. It is, however, so good that it pushes out other weapons that ought to be viable options--including exotic weapons.

That's also because almost every map in the game is designed in such a way that ARs are the best choice. Suros is the best of the ARs (as it should be, it's an exotic), so there's no doubt people will opt for the Suros. ARs are versatile, good for medium and short range, which is what almost all maps are, and even on the larger maps, there aren't a huge amount of long sight lines in important areas (B flag on Bastion).

The problem is that SUROS Regime isn't only the king of ARs*, but also the king of pulse rifles and scout rifles. Extraordinary stability plus great range plus Hammer Forged mean it's a headshot machine at distances most ARs--including Vanquisher VIII, which has to choose between range and stability--can't match, while [i]also[/i] maintaining all the utility of an AR at moderate and short range. (*Worth noting: it's even problematic that SUROS Regime is the best of the ARs, since depending on your platform there are one or two other exotic auto rifles, and neither is in even remotely close competition. You can now reasonably talk about Hawkmoon versus The Last Word versus Thorn as the best exotic hand cannon, but I've never seen anyone seriously argue that Hard Light is a viable alternative to SUROS Regime.)

Hard light also got a buff in this patch - perhaps gone unnoticed, but I believe the exact words were "greatly improved stability". There was also another element to the buff that I can't remember. I don't have it, so I can't judge how effective Hard Light was before and after the patch, but perhaps it's now a better competitor than you give it credit for.
