Well it's obvious that xur isn't RNG because people can cheat the destiny servers and see what xur will have each week.

No they can't. None who have tried this have predicted the items correctly.

It's not prediction. There is an exploit in the servers where people can change the date and time on their playstation/xbox and find xur and see what he has. They can't buy anything though.

I know. And this doesn't work. You can't actually see what Xur is going to be selling the next week. I worded my previous post poorly. Everyone who has used this "exploit" was wrong about what Xur was selling. It's thought now that the "exploit" shows a random roll of items.
