Being able to save characters off line would solve most of these issues

Maybe not I mean take a look at what happened to Borderlands 1 and 2 I mean a baby could mod those games with Horizon and gibbed

I'm sure they can check if your save is legit and just bar you form entering any multiplayer with modded code or game saves. If not I rather that then, people losing time they can't get back from the gear they played and put hours into
