Heavy ammo drops have a set amount of ammo. Only a certain amount of teammates can pick it up.

I don't think this is correct. Where are you getting this from?

Only three people can get heavy ammo from the drops.

How do you know this? on the IB I've had 5 people get the heavy ammo.

Or maybe ib has different rules than crucible?

Ah. Then I am mistaken. I've been around with 4 people when the heavy ammo was opened, and got nothing, on multiple occasions. Maybe it's RNG based?
