Other then Death Watch they were all pacifist, that's how I remember it anyway.

Well that's what I remember from when they went to Mandalore, at the very least that was the stance of the government and the planets populace. Before that I don't remember anything like a modern government existing on Mandalore either. Of course I'm excluding any other possible events from the rest of the series since after that I flipped a table and stopped watching.
