I'm on a University connection, and the only time I've experienced bee was when my internet shit out (maybe twice since launch) to the point where it took two minutes to load MSN on my laptop, compared to the normal 5 seconds.

See I figured because it's so low the bandwidth can easily be stolen by even a phone on facebook or whatnot. So when my Gran goes on her laptop that could maybe be enough to cause it.
