Ppl have gotten use to the silence. Besides, the game was practically built around non communication, minus the Raid.

This is the issue. If it were there from the beginning, voice would be more prevalent (and may still grow). However, they launched and left the game without a feature that most (if not all) fps have for quite a while. I for one don't care either way, but having at least the option for communication is a necessity.
