You can kill Titans while they're using their super, but most of us probably have the perk that makes us even harder to kill

Bull shit. I have hit a Titan in the face with a maxed truth and he survived. Then removed the extra health on them to even the playing field. Panic fist is the most bull shit super in pvp.

Nothing in crucible could survive a maxed truth (unless it's iron banner) so there might have been some lag. For instance, I can't count the amount of times I've shot someone point blank with my shotgun in regular PvP only to have them melee me and then die a few seconds later.

Nope. Regular crucible. I killed myself from it and he survived. I was pissed needless to say.
