He's probably in the Seraphim Vault, he might be one of the boss fights during the Earth raid.

I tought the vault was a strike and the raid was the one in the reef

If I remember correctly I think each area is getting a raid. Venus has one, yes the reef is getting one, the moon is about to have one, and I'm pretty sure Earth and Mars are getting their own. With each raid coming in separate expansions, and each expansion possibly bringing the light level up two at a time, that would make a fairly high end cap of 40. But the Seraphim Vault would seem like a good place to have a raid, the Strike is going to be where the Super Captain is... King's Watch I think. Another good strike could be the Jovian Complex area.
