Maybe they could restrict us to one exotic weapon and one armour in pvp but let us go all out to save humanity? That would make sense story wise too - you use whatever you can to save the species, but in a contest of strength you have rules you must follow.

That would help prevent overpowering and prevent people from using all exotics to hit level cap and render the raid pointless. More Rome exotic should probably not be allowed in PvP. More than one exotic weapon would be overpowered in my opinion.
