Raid items already acquired by that character should be removed from that character's reward pool. It's that simple. That one teeny tiny change would fix the entire problem.

That would mean they would only need to run the raid like three times to get everything. Kinda defeats the purpose of RNG in the raid.
-
What purpose? To artificially lengthen the game with boring repetition while you get to watch your friends get exactly what you need? If someone beats the raid three times, then they've clearly proven that they're "worthy" of the rewards.
-
Obviously Bungie wants us to run it more than three times. You definitely never got everything in WoW in running a raid three times.
-
This isn't WoW. Bungie wants people to run it more than three times because that and PvP are the only things keeping people playing. In case you haven't noticed, this game's a bit short on content. Imagine how quickly people would ditch this game if they didn't HAVE to keep playing on the off-chance that they MIGHT get the reward next time? Simple business strategy used by people who know their game won't last on its own merit.

Considering you can go 10 raids without a drop? No not really. But having my friend shard his 4th VoC while I'm still without an Atheon weapon drop just adds insult to injury really. Don't even get me started on my three raid sniper rifles.
