What about a system where your exotic weapons had a rating of some sort based on how much you had levelled them up and their slot. (For example) you could have a maximum of 10 exotic points you could equip and each primary started at 4, secondary at 5 and heavy at 6 points. You could equip two but once you started to level them up that number would increase with the weapons power. So eventually you could only equip 1 fully upgraded exotic because its rating was 10 #DeeJ

That doesn't solve the problem, the majority of people will level up their exotics all the way. Instead of a point system based upon NOT leveling up the gun all the way, keep the system you suggested but it matter not if the gun is fully or not full upgraded. 4 points fill up if it's a primary, 5 if it's secondary, and 6 if it's a heavy weapon as you have suggested. Although I'd say having the point counter to 11 would be better so you can hold either a primary and heavy, secondary and heavy, or primary and secondary. Or since Bungie likes the number 7, primary weapons 2, secondary weapons 3, heavy weapons 4.
