Bungie doesn't want to counterbalance the RNG. RNG makes people play the game more, which allows bungie to say "wow, look how long people play our game, it must be amazing, buy it" It also allows them to have less content, because it takes five-ever to get all of the stuff.

Thanks, I just wish this wasn't the case. The game looked so damn good at E3. But I should have guessed with Activision involved it was too good to be true.
