The Stranger plainly says she is not born of "light" but she doesn't say that she's born of "darkness" either. Might be an observer of the whole ordeal like the ascended.

She is referring to the awoken in that statement and criticizing their neutrality in the war

Awoken, that's the word I was looking for, thanks! However, is she criticizing or alluding to something we will find out at a later time. Probably in a DLC or Destiny 2 or 3. Why does everyone have to be so damn cryptic in this game. It's almost like they held a meeting, "okay guys, let's tell them stuff but in no way understandable."
