I agree. I'd also say that strange coins are just as RNG based as random loot drops, and Xurs stock is also governed by RNG. The difference being you can earn strange coins through weekly strikes. Bounties are also random, though take much more effort than any other way of obtaining exotic weapons.

I couldn't tell you how many times I've been offer an Exotic Weapon Bounty. I've gotten each one at LEAST five times and that's when I've turned in a couple from the day before and all of them from that day. Turn them all in quickly and you'll get offered an Exotic Weapon Bounty.
