400-500 is like minimum you should spend in order to get decent hardware, I've built 7 computers(2 for myself and 5 for friends/others) all of which cost $1000 and up and can run pretty much any game on the highest settings. There are also plenty of YouTube videos on the subject of cheap but well performing pc's

So where would I look for a $400-500 range on a high performance PC? Do you recommend a website or something?

I buy all of my parts off of newegg.com they usually have the cheapest prices, and if you don't have a whole lot of knowledge on building a computer yourself you can find plenty of step by step videos on YouTube. There are also videos of people building gaming pc's for around the budget you have.
