I have never seen the Vanguard weapons change. they've had the same guns with the same mods on them since release.
Im not sure about the armours from the class vanguard vender though, never noticed if they changed

Maybe I was mistaken, I thought that I had seen the elements for the Vanguard weapons change, but it could be I had just remembered incorrectly.

You can get the same weapons from engrams or rank up packages and theyll have random mods/elements but im pretty sure the guns from the actual vendor are always exactly the same.
