I got my Arctic Proxy from the Cryptarch, it closely resembles the chatterwhite.. Just not fully white.

On my hunter, only the arms and chest have that Arctic blue. It looks badass until I changed to chatterwhite.

The raid cloak also turns blue with it. Love it!
