Is Reefrunner the Queen's cloak?

i got one on my hunter for reefrunner if you want to see it

Oh yeah, Strength of the Pack. That's a gorgeous cloak, but it's a little flashy. I bought it recently from the Speaker.

Whoops, totally missed your other Hunter. That's also a really nice cloak, but it's not full length like your other. What made you decide to work on 2 Hunters?

Bungie won't allow me to level to 30 and i had so much armor for two hunters i just made another one and got to 20 and gave the other armor to the new one now its 28...i literally need arms to be 30 and using both hunters to try double chances...still no luck...
