Happened to me the other day
1. Clear up your consumable inventory.. I have two rows open
2. Only carry one stack of 20 heavy ammo
This worked for me I put a post similar to yours in the help section of the forums and bungie responded in 5 min with this advice

Didn't work for me. None of my ammo synthesis types work. They haven't worked since before last patch

I dunno then homie I'm Xbox too. Have you tried taking everything out and then just put the ammo
