If you transfer ammo synthesis from character to character via the vault, you will encounter that bug. I fixed it by buying one of each type of synthesis and from there it worked on patrol, strikes etc. Hope this helps.

I only have 1 character so that's not the root of this issue. I can't use any type off ammo synthesis while alive or dead and it has been an issue since before this last patch.
