I'm not a Bungie Employee, but I know that there's a general glitch with some of those "Kill this guy" bounties where if you don't deal the killing blow or you didn't deal damage to him within a time window before he died or if you're really far away from him then you don't get credit for killing him. Perhaps that's the case?

I have a feeling this was it potentially. The last time I was running to resurrect a guy when the death blow was dealt.
