Two consoles on one router can causes problems, especially if you have uPnP turned off. Routers can only forward the correct ports to one host, the other host must use alternate ones. Destiny uses p2p which can also struggle with NAT on routers.

    If your router has it, most do, you could try port triggering. This is a little friendlier to gaming than port forwarding. Forwarding just listens to a port, any traffic is forwarded to a predefined host. Triggering listens for specific out going ports, it will remember who triggered it and then forward the reply to that host . If no more traffic, it forgets the host that triggered the port, allowing another host to trigger it.
