Yes there are sparrows with Halloween colors. However the latest patch notes ( if you haven't looked) released 4 sparrows with a specific flame decal on the front. There are a few sources sighting this http://www.destinydb.com/news/posts/53-halloween-in-destiny-what-you-need-to-know bungie has stayed quite..... The only other thing I can think of is that its extra data dropped in game for the DLC.
