The Nexus strike boss on Venus is good about dropping rare fusion rifles. You can finish the strike within 8-11 minutes if you speed run it.

What level strike is it? Does it matter if you do a higher level strike?

It's a level 18 strike. There are two fusion rifles that I know of that he drops, though I believe they are both level 12 guns, but still rare. I'm not sure what the lowest level strike is that you can do that will still allow for rare fusion rifles completion gains.
