No. The mechanic will not work. If there is a set number of items to drop I would immediately be running clan raids and have everybody but the fire team leader drop just before the kill. Rinse and repeat. 6 people-6raids-tons of loot each.
Instead of making such a convoluted mess why not just put trading in the game and allow equal chance for getting another classes gear. It would expand the loot table and stop rampant dismantling.

Not sure how that makes sense. There are safeguards that can be set against spoofing gear on d/c. Is that your only issue? The mechanic works flawlessly in plenty of other MMOs, I don't know why this would be different.

Not in instanced gameplay. If this was adopted universally with whatever 'safeguards' solo play would be obsolete, plenty do nightfall alone. You're proposing a huge change regardless. Trading+expanded loot tables solves all the RNG lockout issues and doesn't require the entire game to be rewritten. If this is strictly for vog then it is just a bandaid anyway.

How is an opt-in, opt-out on RNG any more of a change than implementing an entirely new trading system?

New screens to control loot distribution with the party. Mechanics to decide what happens if somebody dcs without making a selection. Limbo for the loot to be held while rolling. Delivery method after. Take your pick. At this point I'll leave it at this since we obviously don't agree; I just don't like it :) Trading is pretty much already there. You can use the vault, which mechanically is about the same from the design standpoint.
