I restored the licenses and it keeps telling me that I'm not a Playstation Plus Member...

This happened to me. I shut off my PS4 and turned it back on, problem solved. Give it a try.

I have gotten a similar error on Xbox 1. When that happens, I quit the game and come back in. It generally fixes it. Probably not helpful but who knows... JTS
