it sounds like he had the exotic sniper "Icebreaker". The weapon regenerates ammo without the need to reload.

Maybe, but also in game the option "Done" when reporting doesn't actually function that's also part of this post. If you try and report on the Xbox One it doesn't allow you to submit it.

This does sound like the Icebreaker sniper rifle. The issue with the report button is known, and we are working on a fix.
