Could be Bungie-ism... Maybe there was a 4th faction originally and she was in charge of it. Then it got cut and for whatever reason she needed to be in the game (maybe for missions). What to do with her now? Well just put her as a merchant. This would be lame, and I can totally see them doing this after what they did to the game proper.

But if she was...she would be in Osiris which is still in the game from what dlc leaks suggest...there is one more faction that I can't remember and if ones in the game we I guess both would. Also she could always be both a merchant and a secret group member

She could still be in mentioned in osiris and even act in it then have no idea about it in tower. Thats is what happens more times then not when you modify a story post production in haste. The strings are not all tied off. Hoping for best here that this isn't the case though.
