Just do any bounties, you have a chance of getting it
apparently turning in more than 1 bounty at a time helps increases the chances.
that and having 3 increses it further due to having multiple rolls

I'm almost level 26 an i STILL have not gotten one. I turn in 5 at a time almost every time I play and I never just turn in one. But I just seen to have the most rotten luck.

Yea I've gotten three so far by just turning in bounties. The more you complete and turn in at one time, the higher the chance. But before grabbing any one of them, do research when it pops up on what weapon you'll get and the steps it takes to get. The Hand Cannon one SUCKS.
