This is an interesting possible issue we're currently tracking. They should be random, so your case is possible without an issue, though it's unlikely. I'll add your data to the cause.

I just got my 2nd set of exotic bounties today and both times they were the set listed in this post with Thorn.

I have been having the same problem. The 3 i get are Tolands legacy, Shattered memory fragment, and a voice in the wilderness. This is at least the 9th time i have seen it pop up. All i want is thorn, i have been trying quite hard.
