Not exactly. WoW increases level cap, gear, and raid difficulty with every expansion if I'm not mistaken. So if you consider that pay to win, then sure.

Do they make that new gear attainable at all if you don't get the expansion?

I believe you don't get access to it if you don't have the expansion. It's been a while since I've played, so feel free to double check my facts

I believe you. It makes sense. I was just wondering how they could handle (if they handle it at all) the disparity between lvl 30s who only have the base game, and lvl 32s who paid extra money in things like the Iron Banner.

That's actually a good point. It would seem really unfair that you don't have an advantage because they payed for better stuff. I'm not sure how they will handle that, if at all
