Forums are a bit bigger now then they were back in that day. Especially with the app. If they banned everyone who broke the rules now they'd ban like half the forum user base.
It's like speeding. Not everyone who is speeding gets pulled over when spotted by a cop. Just the ones that are actually driving stupid or speeding beyond a reasonable amount.

I get that forums are a lot bigger. But when the trending leak topics have been trending for days at a time with no response from Bungie, that's like driving a candy paint Ferarri, music blaring, neon shining brighter than the blinders on your car, going 160mph in a 35 zooming right by a sheriff and they do nothing about it. At least take out the trenders! And though the forums may be larger, the only populated subjects are #Destiny and #feedback. Everything else is barren.
