A similar occurrence for me in Skywatch. Went to wait for the public event. About every 5 seconds there would be hallowed knights, wizards, captains...then nothing after maybe a minute.
Edit: the Wars at was not there, so this was not related to a public event, just seemed like a freak occurrence.

You experienced a "The enemy moves against each other" Event. They happen on every planet at certain locations. No rewards, but fun. The one in the skywatch has a guest appearance of Urzok The Hated.
