Firstly, I'm sure Bungie did want to drive people to Bungie.net and the Destiny App because it's a very effective social hub for people to discuss/share the lore and form clans/fireteams. If you could read the cards in game rather than on your smartphone/tablet/PC would it really be any improvement to your life whatsoever?
Secondly, maybe there's a good story based reason for there being no Grimoire console or library in the Tower. The powers that be do not want Guardians knowing too much or asking too many questions. Having a big fat Grimoire console in the tower would be at odds with that.

Yes reading in game as opposed to on a smartphone or tablet would be an improvement...because u know, I could just read in game instead of getting out a tablet or phone.

So what, when you enter the house you store your tablet and smartphone in the cloakroom or something? Or like every other person on the planet do you have your smartphone in your pocket and/or your tablet on the sofa beside you? I actually commend Bungie for using the apps for peripheral content delivery, makes a lot of sense.

Pretty much, such a hassle to have to go in and out of the cloakroom every time I want some lore, would be so much easier to just access it while in game.

If it were a true companion app, I would agree. But until I can look at it during game play and actually see my Faction Rank/Rep, Bounty Progress, etc....the app is just a waste of time....
