Well yes and no, they are all zombies, so their hair and fingernails would only grow for a couple years after being dead, so that would depend on how long you were dead for

Dead people actually grow hair fairly fast.

Dead people don't actually grow hair etc, thier body dessicates as fluid leaves the body and the skin shrivels. the hair and nails appear to grow as the body shrinks around them. Old wives tales and such.
