Good find!
We're aware of a circumstance that may cause this at times.
When you encounter this one, do the enemies regain their composure after a while?
Are there any errors or disconnects that occur when this happens?

I can shoot them or melee them and they just stand there. Sometimes they regain health instantaneously and sometimes they don't. I get no error messages nor do I get disconnected.

Interesting. And do they start responding after a while? This is looking and acting like a connectivity issue, but it may or may not be yours. Does this occur when someone else leaves?

They start responding after around 5 minutes. This instance in particular started happening just before this area in the Sepiks Prime strike while doing the strike playlist. I was matched with two other people that stayed, but we all fell in the no respawn zone and it started just before the third gate was released to make it to the area in the video. I didn't have any chat with the other two players so I'm not sure if they experienced the same issue.
