Make sure it's not clogged up with dust and make sure it is plugged in actually. Also can plug another fan into the port the intake fan is in to check and make sure it's not the fan or wire depending what you have.

Thanks but it was a Noob mistake: the bearings were too tight on new fans so they didn't spin right.
