I used to use it in crucible, and in higher level strikes/VoG... I didn't think it was that bad, even without any stability upgrades. I prefer it over the Shadow Price (shockingly) and I only sidelined it because I prefer the mid to long range of SR's to mid to close range of AR's

If you're referring to the perks, all non-exotic weapons/armor have several possible perk combinations.

Do if I fallow you say I PvP up a hex from crucible dude, his stats are st but I might find if I find a legendary engram and it might be a hex but it might not have the same stats as the crucible one?

The stats will be the same, but the perks will likely be different... For example: OP's Hex caster has the Glass Half Full perk after the optics upgrades (3rd column including kinetic damage) mine, however, has the Range Finder perk in that slot.

Shoots to slowly for too little impact... I'm all SR with my Proxima Centuari II now though anyway [spoiler]...when I'm not breaking the ice anyways[/spoiler]
